Steve Freeman

Partner

Steve Freeman has provided voting system consulting, election support and consulting to elections officials in fourteen states and hundreds of elections.  He has over forty years of experience with information systems operation, system security, computer engineering, quality assurance, certification testing and testing lab accreditation as well as development, including twenty years with critical US Air Force Systems and seven years as a voting system software engineer. 

Practicing as an independent consultant, he worked with the National Association of State Election Directors (NASED) the US Elections Assistance Commission (EAC), the National Institute of Science and Technology (NIST) and the NIST National Voluntary Laboratory Accreditation program to set up accreditation and monitored the national Voting System Test Labs.

Paul Craft, CISA

Partner

Paul Craft became an audit manager, CPA,  EDP Auditor, and member of the Inspector General’s office at Florida Department of Revenue conducting both program performance and financial investigative audits.  In 1991 he was recruited by the Florida Department of State to establish an elections audit program.  After Election 2000, he founded the Bureau of Voting Systems Certification at the Florida Department of State to implement election reform and provide technical assistance and voting system test services to local election offices.

He was a founding member of the US Elections Assistance Commission Technical Guidelines Development Committee.

In 2005, he joined Steve Freeman and Kate McGregor, founding the Freeman, Craft McGregor Group to provide election administration and technology consulting services to state and local election administrators throughout the county.

Kate McGregor

Partner

Kate McGregor joined the Florida Division of Elections in January of 2001.  During her tenure, she revised the Florida Voting Systems Standards, was a member of the certification test team, worked with counties to revise polling place and security procedures and provided on site disaster recovery.

She later joined with Paul Craft and Steve Freeman to form the Freeman, Craft McGregor Group and continues to assist state and local governments with system testing, Ranked Choice Voting, on-site technical support and developing best practices for jurisdictions across the country.

Gisela Salas, PhD

PARTNER

Dr. Gisela Salas is an elections consultant and a professor.

During 2012, as Director of the Florida Division of Elections Department of State she managed and coordinated all administrative, programmatic and operational activities for the 2012 Florida Statewide elections. She worked closely with the Chief Information Officer to modernize the Division’s legacy computer systems and move the voter registration system and election night results to the Cloud.

Previously she worked as Marion County, Florida Deputy County Administrator and worked in Deputy Supervisor roles in the Miami-Dade and Broward County Election Departments in Florida.

She is considered a subject matter expert in the elections industry after working extensively with the media, public information, compliance with election laws, qualifying of public officials running for office, campaign financing, pollworker recruitment, training, and placement, forms design, records management, coordination of call centers, management of elections operations, and strategic planning.

 

 

 

 

 

 

 

 

 

 

Connie Schmidt, CERA

Associate

Connie Schmidt is an experienced hands-on election administrator with over 25 years of experience.  She served as Director of Elections in Johnson County, Kansas from 1995 – 2004, and was reappointed to that position by the Secretary of State in 2020 to mentor and train the future election director.  She has been an election consultant since 2005 and has provided services to numerous local and state election agencies, including U.S. Election Assistance Commission.  During her tenure with the EAC, she served as the co-project manager in the development of the EAC’s first Election Management Guidelines and Quick Start Guides; and as the principal consultant for the EAC’s Poll Worker Recruitment, Training and Retention Guidebook. 

At the National level she has served as the Chair of the Professional Education Certification Board for the Election Center; and as a member of the NASED Voting Systems Standards Board.  She also served as the manager and instructor for the Election Center’s State Registered Election Official certification program in the states of California, Virginia, Delaware and Ohio.  At the state level, she served as a member of the State of Kansas HAVA Implementation Committee.  She has been honored to receive the NASS Medallion Award for outstanding service to American democracy in 2004 and again in 2021.  In 2007 she received the Election Hall of Fame Award from the Election Center, Inc.

 

 

 

 

 

 

Wendy F. Marsh

Senior Validation Engineer and Consultant

Wendy F. Marsh provides consulting on Quality Management Systems, Validation Services and Good Manufacturing Practice (GMP) for manufacturers of Medical Devices and Pharmaceuticals to meet U.S. Food and Drug Administration requirements.

Her background includes twelve years of validation and quality systems consulting for the medical and biotechnological industry, two years updating a Quality Management System, seven years at NASA in engineering, system reliability, quality, and mission assurance evaluation, three years of instrumentation engineering & project management, two years of systems design engineering & development and six years of systems support, installation, maintenance and training.
